Notable leaders, including Lolit Doley and Dhrubanaryan Barua from the Congress, addressed the convention. The first President and Secretary of the union were Abdul Hai Nagori and Azghar Ali, respectively. The constitution of the union was drafted by advocate Mukshed Ali.
