Adivasi Jan Parishad is an LWE political party. AJP has been primarily active in the Adivasi area of Jharkhand, Madhya Pradesh, and Chhattisgarh for over twenty plus years (officially founded in 1998). Currently, AJP is headed by Prem Shahi Munda. They want all 30% Tribals of Jharkhand to unite and become a strong political voice, but they are mobilizing Adivasi voters to the Hemant Soren (Jharkhand Mukti Morcha - JMM) and Congress. Executive Note

      ➣  Adivasi Jan Parishad (AJP) appears to be an organization that opposes development projects in Adivasi areas while claiming to protect the interests of Adivasis. This contradictory stance suggests that they may be obstructing development initiatives and simultaneously criticizing the government for a lack of development in tribal regions.

      ➣  AJP uses its influence within Gram Sabha, governed by the Panchayats (Extension to Scheduled Areas) Act (PESA), to pass resolutions against development projects. These resolutions are then forwarded to the government, indicating a systematic approach to oppose development in tribal areas.

      ➣  The Prem Shahi Munda, the leader of AJP, has close connections with politicians like Hemant Soren and Rahul Gandhi implies potential political affiliations and alliances that could influence AJP's activities and objectives.

      ➣  AJP is noted for using various constitutional acts, such as the PESA Act, Chotanagpur Tenancy Act (CNT), Santhal Pargana Tenancy Act (SPT), Forest Rights Act 2006, and Land Acquisition-Rehabilitation and Resettlement Jharkhand Amendment Bill 2017, to disseminate propaganda and misinformation.

1. AJP opposed the Development projects or works in the guise of protecting the interest of Adivasis. These organizations muster the organized opposition to the development projects. Simultaneously in the same breath, they clamour at the top of their voice that Government is not doing any development in the tribal area.
2. AJP sends their representative to Gram Sabha, which comes under the PESA, and they influence the Sabha to pass a resolution against any development project and send those passed resolutions to the Government.
3. Prem Shahi Munda has close connection with Hemant Soren and Rahul Gandhi.

Modus Operandi of AJP or Narrative which AJP works on

1. Protest against Amendment of Chhotanagpur Tenancy Act & Santhal Parganas Land Tenancy:
• CNT stands for Chhotanagpur Tenancy Act, I guess it was created in 1908. After that time many amendments have been done in this Act. This act restricts the transfer(selling/buying) of tribal lands to non-tribals in Jharkhand region. CNT act was formed because Many non-tribal people have lured the tribal people in the remote areas in order to buy their lands in cheap price. It was also observed that they were forced by the non-tribals for selling their farmlands and non-farmlands.
 
SPT stands for Santhal Parganas Land Tenancy -
Land tenancy denotes the terms and conditions upon which a tenant holds land of the landlord. The tribal unrest like Santhal insurrection (1885-87) due to alienation of land and exploitation by market players like traders, money lenders and the non-transferability of land tenancy was introduced in the agrarian case laws of this division during McPerheron's settlement in 1900. This provision was finally included in section 20 of the SPT Act, 1949.
This non-transferability was introduced in the tenancy laws of this division, not for the economic development and welfare of tribal themselves but as a tool to prevent tribal unrest and secure administration in this region. This primitive land tenancy is not only applicable to tribal and tribal land holdings but also non-tribal and non-tribal land holdings of this division. According to section 20 of SPT Act 1949, no transfer by a raiyat of his right in his holding or among person thereof, by sale, gift, mortgage, will, lease or any other contract or agreement empress or employed shall be valid.
Under section 42 of this Act, the Deputy Commissioner (Collector of the district) may at any time either at his own motion or on application made to him pass an order for eviction of any person who has encroached upon, reclaimed, acquired or came into possession of agriculture land by a summery proceeding. Under this Act, in all villages, hereditary village headmen (Pradhan / Mulraiyat) were appointed even though non-tribal never had village headman in their society. They brought under the Pradhani / Mulraiyat intermediary land revenue system.
In other words, the concept of ownership of land does not exist in this division, raiyat having only occupancy right with the right of inheritance. Acquisition of immoveable property like commercial building, houses, agricultural land for non-agricultural purposes, land for medical and educational facilities are prohibited in this division which became hindrance for skill development and private entrepreneurship.
This tribalisation of non-tribal communities, primitivism of tribal communities led to status quo maintenance in this region and lack of infrastructure for education, health, manufacturing and commercial agriculture. Adding further hindrance to the development of education.
After the BJP government was formed again in 2014, Chief Minister Raghubar Das also took the initiative to change these laws, but he also faced heavy opposition from outside the House (AJP was also part on those protests). He too had to back down.
 
2. Land Acquisition Law 2017 -
Land acquisition law in India was never “pro farmer” to being with. We had been following an 1894 Act, which allowed for forced land acquisitions and low rates of compensation for farmers. To the credit of the UPA-II government, they brought a new Act in 2013, but Congress can’t take a high moral ground as all their “pro-poor” governments ignored the need for over 60 years.
Now the Modi government, or rather the NDA government, has made some changes to the UPA’s Act through an ordinance. These changes are being called anti-farmer and pro-industry by anti-development forces which AJP was also part of it.
 
3. 2019 के लोक सभा चुनाव में जनसंगठनों को 02 सीटें एवं विधान सभा चुनाव में समाजिक जनसंगठनों को 10 सीटें दी जाएl
 
4. देश में जातियों की संख्या जानने के लिए जातिय जनगणना अभिलंब कराई जाएl
 
5. अनुसूचित क्षेत्रों में ग्राम सभा के रूप में समाज द्वारा सशक्तिकरण संसाधनों पर समाज की प्रभुसत्ता एवं सामुदायिक तथा व्यक्तिगत अधिकारों के प्रभावी संरक्षण पेसा 1996 के सभी प्रावधानों को पूरी तरह लागू की जाएl ग्राम पंचायत के द्वारा दिए गए उनके 29 अधिकार राज्य सरकार अविलंब लागू करें और पंचायती राज अधिनियम 2001 की धारा 10(2) तथा धारा 87(2) के आधार पर ग्राम पंचायत को संचालन प्रारंभ किया जाएl
 
6. मुंडारी खुटकट्टीदार को विधिवत संचालन करने के लिए झारखंड की पंचायती राज अधिनियम 2001 तथा पंचायत उपबंध अनुसूचित क्षेत्र के विस्तार अधिनियम 1996 के तहत विधिवत लागू किया जाएl
 
7. झारखंड में मनी लेंडर एक्ट 1974 के तहत आदिवासियों के जरपेशगी जमीन को गैर आदिवासियों के द्वारा कब्जा किया हुआ है और विभिन्न प्रखंडों के अंचल अधिकारी के पास जरपेशगी की मामले लंबित हैं उसको अभिलंब आदिवासियों के जरपेशगी की जमीन मुक्त किया जाएl
 
8. आदिवासियों के धर्म एवं संस्कृति की पहचान के लिए भारत सरकार द्वारा होने वाली 2021-2022 की जनगणना प्रपत्र में आदिवासी धर्मकोड का उल्लेख की जाएl
 
9. आदिवासी समाज में शादी विवाह कर्मकांड रीति रिवाज सभी धार्मिक कार्य पाहनपुरोहित से ही किया जाएl
 
10. आदिवासी मूलवासी छात्र नौजवानों की दीवारों के लिए राज्य सरकार अविलंब स्थानीय नीति लागू करें और जब तक स्थानीय नियोजन नीति लागू नहीं होता है तब तक सभी प्रकार की नियुक्तियां बंद होl
 
11. मुंडारी खुटकट्टी की रक्षा के लिए सीएनटी एक्ट की धाराओं को कड़ी से लागु किया जाएl
 
12. परगना क्षेत्र में अवैध ढूंलाई का काम अभिलंब बंद की जाए और जब तक समता जजमेंट लागू नहीं होता है, तब तक किसी भी प्रकार का बालू ढूंलाई का काम बंद की जाएl

AJP Activities

1. The people of AJP had instigated the tribal people against the amendment in CNT and SPT Act. There was a provision in this that apart from agriculture, tribals would be able to use their land for commercial purposes as well. With this they will also get business rate, till now the tribals could not sell their land to anyone else.Activities for Amendment of CNT-SPT Act
 
Under the CNT amendment it was decided that -
◦ The government can make rules for the use of the land which is not being cultivated.
◦ If any other work is being done on that land other than agriculture, then the government can impose tax on it.
◦ Land owners can sell their land to the government for social, state development and welfare schemes. The price of this land will not be less than the market price.
◦ Land can be given for road, canal, railway, wire laying, water pipeline as well as school, college, hospital, university, panchayat building and Anganwadi.
◦ Other than the work for which the land has been given, no other work can be done on that land.
◦ If the land is not used for five years, then the ownership of the land will go to the old owner. For this, the money given to the old owner will also not be returned.
◦ The land of tribals cannot be transferred to anyone on the basis of compensation.
 
Under the SPT amendment it was decided that -
• The state government can make rules for the use of agricultural land for other purposes.
• The government will be able to acquire such land and its value will not be more than the sum of the market value of the land and one percent thereof.
• After acquisition, if it is not used for five years, the land will go back to the old owner.
• Apart from agriculture, the land can be used for business. With this, tribals will also get business rates.
 
2. On 12 August 2017, the BJP government led by Chief Minister Raghubar Das in Jharkhand passed a bill in the assembly. The name of this bill was 'The Right to Fair Redress and Transparency in Land Acquisition-Rehabilitation and Resettlement, Jharkhand Amendment Bill - 2017.' This bill was introduced in the Jharkhand Legislative Assembly to make new rules for land acquisition in Jharkhand.
But anti-development organizations like Adivasi Jan Parishad did not like this because they did not want to allow the tribals to move forward, that is why these people started provoking the tribals.Activities for Land Acquisition Bill
 
Some provisions were made in this new bill -
• Before acquiring land, its social impact is seen. There is a provision in the Land Acquisition Bill 2013, through which land is acquired throughout the country. The Jharkhand government abolished this social impact rule.
• Due to this, the way was cleared for acquisition of land for government schools, colleges, universities, hospitals, panchayat buildings, Anganwadi, rail projects, irrigation schemes, electrification, water supply schemes, roads, pipelines and houses for the poor.
• Under the new bill, the land acquisition work was to be completed in a maximum of six months.
• After it was passed by the Jharkhand Legislative Assembly, it was sent for the approval of the Central Government.
• The central government returned it after objections from the Union Agriculture Ministry. The central government had said that due to this bill, there will be a decrease in the agricultural land in Jharkhand.
• After this, the Jharkhand government had said that no more than two percent of the multi-cropped irrigated land would be acquired in any district. 
• In any district, not more than one-fourth of the total net sown area will be acquired.
 
3. They do not want to see the development of Jharkhand, that's why they oppose the development projects because when development comes, the area will develop and then the tribals will prosper and will not come to these brokers. 6. दिनांक 23-10-2021 को अखिल भारतीय आदिवासी धर्म परिषद की बैठक गोंडवाना मातृशक्ति ट्राइबल फाउंडेशन भोपाल मध्य प्रदेश में राष्ट्रीय अध्यक्ष विश्वनाथ वाकडे की अध्यक्षता में संपन्न हुई थीl

• अखिल भारतीय आदिवासी धर्म परिषद के तत्वाधान में दिनांक 19/20 दिसंबर 2021 को नागपुर में दो दिवसीय राष्ट्रीय आदिवासी धर्म महासम्मेलन एवं चिंतन शिविर का आयोजन आहूत की निर्णय ली गईl इस सम्मेलन में देश ही नहीं विदेशों के भी प्रतिनिधि शामिल होंगेl
• दिनांक 19:12 2021 की राष्ट्रीय आदिवासी धर्म महासम्मेलन सफलता के लिए तैयारी समिति केअध्यक्ष विश्वनाथ वाकडे को बनाया गयाl
• इस बैठक मे भुवन सिंह कोराम, भरत लाल भलावी, धनसिंह भलावी केंद्रीय सदस्यत सह प्रभारी मध्य प्रदेश, द्रोण किशोर भलावी, शयाम किशोर धुर्वे, जी एल मरावी, हेमलाल धुर्वे मध्य प्रदेश का सह संगठन प्रभारी नियुक्त किया गयाl
• आदिवासी धर्म कोड लागू कराने हेतु राज्य के मुख्यमंत्रियों को अपने विधानसभा से आदिवासी धर्म कोड / कॉलम लागू करने हेतु विधानसभा में राजकीयर संकल्प पारित कर केंद्र को प्रस्ताव देने हेतु स्मार पत्र सौपेगी l
• दिनांक 3/10/2021 अखिल भारतीय आदिवासी धर्म परिषद की राष्ट्रीय बैठक गांधी पीस फाउंडेशन नई दिल्ली लिया गए निर्णय के आलोक में जैसे आदिवासी समाज के पाहन पुरोहित, भूमक, नाइके, बेलगाम बैगा बापूठाकुर चाबी अपने समाज के पुजारी से ही कराए जाने के लिए आदिवासी के बिच काम करेगी
• अपने - अपने परदेस में आदिवासियों के धर्म स्थली की रक्षा करने के लिए आदिवासी धार्मिक न्यास बोर्ड का गठन करने हेतु स्मार पत्र राज्यपाल और मुख्यमंत्री को सौपी जाएगीl

7. These people are spreading propaganda in Jharkhand regarding Sarna Dharma Code and separating the tribals from Hindus by not calling them Hindus and for that they are demanding Sarna Dharma Code. Also, They are pressurizing the government to conduct a caste-based census in the country. These people are doing this because they have to find out who and how many people are in which castes to divide them easily.
