The Black Panthers were founded by Bobby Seale and Huey P. Newton in October 1966 in Oakland, California. In 1969, Federal Bureau of Investigation (FBI) Director J. Edgar Hoover described the Black Panther Party as "the greatest threat to the internal security of the United States." Black Panther leaders had shared the stage with Chandrashekhar at an event in Maharashtra.
