Background


Tahreek Farogh-e-Islam is a radical organisation of Sunni muslims, established on 5 December 2016 by Hazrat Qamar Ghani Usmani after his visit to the Ajmer Sharif dargah. The founder, claimed to be a 33rd descendant of Hazrat Usman-e-Ghani (the third Caliph), serves as Khalifa (successor) of Huzoor Tajush-Shariah and Nayeb Sajjada Nasheen (deputy custodian) of Dargah Hazrat Bandagi Miyan, Amethi Sharif dargah, Lucknow, Uttar Pradesh.


Executive Note

      ➣   Tahreek Farogh-e-Islam is a radical organisation of Sunni Muslims focused on the propagation of Islam, advocacy of Muslim issues and vigorous defense (often using violent means) of the honor of Prophet Muhammad.

      ➣   It conducts Dawah campaigns, islamic educational programs, social service, and advocacy against perceived blasphemy and alleged Islamophobia. TFI along with its leader is under scrutiny in the alleged involvement in the 2022 Kishan Bharwad murder case in Gujarat.

      ➣   In 2022, Gujarat Anti-Terrorist Squad (ATS) arrested Qamar Ghani Usmani in connection with the murder of Kishan Bharvad. Authorities accused him of providing inflammatory speeches that led to the violence. The group has also faced various arrests for its activities under UAPA.

      ➣  TFI has been implicated in radicalizing youths to commit "lone-wolf" attacks for alleged insults to Islam, causing the group to be connected with extremist activities. Weaponising Islamophobia to justify extremist violence has been a feature of this organisation.

      ➣  The organization maintains a strong Sufi-Barelvi identity tied to dargah traditions. TFI operates through social media, branches in multiple states, and public campaigns, positioning itself as a defender of Islamic values within a constitutional framework while criticizing government inaction on hate speech.

 

IMPORTANT OBSERVATIONS

 
  1. TFI operates as a personality-driven “Tahreek” built almost entirely around founder Hazrat Peer Qamar Ghani Usmani (also called Arman Miyan or Mohsin-e-Millat). His spiritual authority as a Qadri-Chishti pir, 33rd descendant of Caliph Usman-e-Ghani, and Nayeb Sajjada Nasheen of Amethi Sharif dargah provides the moral and ideological core. Even after his arrest in January 2022, branches continue under his symbolic leadership.

  3. The organization is firmly embedded in the traditional Barelvi/Sufi milieu. Usmani’s titles (Khalifa of Huzoor Tajush-Shariah, custodian of dargahs) link TFI directly to major Indian Sufi shrines (Ajmer Sharif, Bareilly Sharif, Amethi Sharif). It regularly participates in urs celebrations and aligns with Barelvi scholarly networks, emphasizing love for the Prophet, dargah veneration, and Seerat education[1].

TFI functions through a loose but active network of state/regional branches (Delhi HQ in Molarband/Okhla, Bhiwandi and Wadala in Maharashtra, Shahjahanpur, Allahabad/Prayagraj, and Lucknow in UP). Each branch runs independent Dawah programs, medical camps, and social media, allowing continuity despite central leadership challenges[2], [3].

TFI is integrated well into a wider ecosystem of Barelvi madrasas and ulama with connections to National Secretary Ahsan-ul-Haque Razvi, General Secretary Mufti Aamir Arfeen Bareilwi, Mumbai branch president Allama Syed Ikram-ul-Haque Quadri, and Chief Mufti Mufti Akhtar Raza Mujaddidi (Darul Uloom Makhdoomia)[4].

  9. TFI maintains an active online network. It partners with allied youth platforms like Sunni Youth Wing for release campaigns, memorandums to the President, and anti-blasphemy drives, creating a digital echo chamber.

  11. TFI frequently forms temporary alliances for press conferences, delegations, and government appeals on Namoos-e-Risalat (Prophet’s honor) and anti-hate speech. It collaborates with other Muslim organizations in Delhi and Mumbai.

In the Kishan Bharwad murder case, media reports (citing Gujarat police and Gujarati daily Sandesh) alleged that over 2,000 Dawat-e-Islami donation boxes were recovered in Ahmedabad, with funds allegedly sent to Pakistan and routed back to India via Dubai hawala for radicalising Muslim youth. The article specifically alleged that TFI founder Qamar Ghani Usmani was “running a centre of Dawat-e-Islami” in Delhi and was “associated with” the Karachi-based organisation while “working towards Ghazwa-e-Hind.”

  15. Usmani’s ongoing detention in Sabarmati Jail has not collapsed the organization. Branches and allies sustain activities, demonstrating the ecosystem’s depth beyond a single leader.

  17. TFI dispatched a four-member delegation in November 2021 to Tripura to exploit ongoing communal violence, ostensibly to “survey” affected areas but resulting in their arrest under the Unlawful Activities (Prevention) Act (UAPA) for promoting enmity between communities and criminal conspiracy.

1. Alleged Pakistani Links
    
   In addition to the domestic charges, the Gujarat ATS investigation into the Kishan Bharwad murder case attracted an allegation of a Pakistan connection involving the TFI founder. According to media reports [6] (citing Ahmedabad police sources and the Gujarati daily Sandesh), over 2,000 donation boxes belonging to the Pakistan-based Dawat-e-Islami (headquartered in Karachi) were reportedly recovered in Ahmedabad. The article alleged that money collected through these boxes was sent to Pakistan and allegedly routed back to India via hawala networks through Dubai, purportedly to fund radicalisation efforts. It further alleged that Usmani was “running a centre of Dawat-e-Islami” in Delhi and was associated with the organisation, working towards the concept of Ghazwa-e-Hind.
 
2. Four-Member delegation to Tripura in 2021
   
   In November 2021, Tahreek Farogh-e-Islam (TFI) sent a four-member delegation led by its founder Hazrat Peer Qamar Ghani Usmani to Tripura amid communal clashes in the state. The team, which included National Secretary Ahsan-ul-Haque Razvi, National Vice-President Qari Asim, and member Roshan, was detained by Tripura Police on 3 November 2021 and formally arrested the following day under the UAPA along with IPC sections related to criminal conspiracy and promoting enmity between groups. The extremist group’s interference in a sensitive law-and-order situation led to 20–21 days of custody before the members were granted bail on 23 November 2021. This highlights TFI’s pattern of deploying its leadership to stoke communal tensions under the guise of fact-finding missions[7].
 
3. Pressure tactics to enforce Blasphemy laws stringently
 
   In August 2021, TFI organised a high-profile press conference in the national capital where National Secretary Ahsan-ul-Haque Razvi and founder Hazrat Peer Qamar Ghani Usmani openly accused the BJP government of conspiring against Islam. They demanded immediate arrests under stringent anti-terror laws of Hindutva figures including Yati Narsinghanand and others accused of blasphemy against the Prophet Muhammad and the Quran, while also highlighting alleged mob lynchings of Muslims. Such events form a core pattern of TFI’s operations, using media platforms to stoke communal grievances, list “perpetrators of hate,” and pressure authorities into selective enforcement of draconian laws against critics of Islam[8].
 
Attempts to paralyse law enforcement for more strict Blasphemy laws
 
   TFI through its Department of Political & Legal Affairs and branch leaders (including Sayyed Babar Ali Qadri Razvi, President of the Aurangabad branch), has actively promoted the “Jail Bharo Andolan”, a campaign encouraging large-scale voluntary arrests during anti-blasphemy protests. Announced and publicised in 2021 and subsequent years, this initiative directs members and supporters to deliberately violate laws during rallies and demonstrations so that jails are filled, thereby creating political pressure on the government to act against individuals accused of insulting the Prophet. This pattern of organised civil disobedience is designed to paralyse law enforcement and amplify TFI’s extremist narrative of victimhood and confrontation[8].
