INTRODUCTION

Pracha is the grandson of Abdul Haq Pracha, Pracha is associated with the International Institute of Space Law and the European Centre of Space Law, which operates under the European Space Agency and the European Union. He also served as president of the Organisation for Promotion of Legal Awareness, behind the name of "promotes awareness of laws among the general public". He has also penned research papers on international space laws. Advocate Mehmood Pracha is defending a number of terror accused including Mirza Himayat in the 2010 Pune German Bakery Bomb Blast, Syed Muhammad Ahmed Kazmi in the 2012 Israel Embassy attack, Mohammed Mansoor Asghar Peerbhoy in the 2008 Delhi serial bomb blasts and Khalistani terrorist Jagtar Singh Hawara from mid-2018 to mid-2019 in the Beant Singh murder case, according to intelligence sources. Advocate Mehmood Pracha is a supreme court advocate. In a controversial move, Pracha advocated for armed self-defense, especially within the Muslim community, during campaigns against so-called "Mob Lynching of minorities, Dalits, etc." His stance included the conceptualization of training camps for weapon acquisition. Pracha ventured into mainstream politics by filing Sheila Dixit's Lok Sabha nomination and patronizing Islamic media house Millat Times' conclave on the "Political Strategy of Muslims in 2019 General Elections." Pracha's legal acumen extends to the defense of individuals accused in significant terror-related cases, including Mirza Himayat, Syed Muhammad Ahmed Kazmi, Mohammed Mansoor Asghar Peerbhoy, and Khalistani terrorist Jagtar Singh Hawara. However, his approach led to his dismissal from terror cases by Jamiat Ulema-e-Hind. In 2014, Pracha, along with others, faced offloading from a flight to Iraq by the Intelligence Bureau.

3. Tughlaqabad Ravidas Mandir Case

In December last year, MCD had demolished a Ravidas Mandir in Tughlaqabad, Jor Bagh area of Delhi. Purported pro-Dalit radical activist Chandrashekar Ravan-led Bhim Army took a propaganda opportunity out of the small property issue. 4. Armed radicalisation in mob lynching propaganda.

In 2019, Mehmood Pracha undertook a radical campaign against so-called “Mob Lynching of minorities, Dalits, etc.” While campaigning, Mehmood multiple times provoked the Muslim community at various localities and mosques to sell purchase licensed arms for ‘self-defence’. He also added that Muslim community must acquire arms even if they had to sell their property for the purpose. He even conceptualised training camps for acquiring weapons at various mosques. ii. Syed Muhammad Ahmed Kazmi in 2012 Israel Embassy Attack. He even successfully defended the radical journalist and now enjoys supports from media channel run by him.

iii. Mohammed Mansoor Asghar Peerbhoy in 2008 Delhi serial bomb blasts.

iv. Khalistani terrorist Jagtar Singh Hawara from mid-2018 to mid-2019 in Beant Singh murder case.

9. Lodging case against IB, also questioning its constitutionality

In 2014, advocate was to aboard a flight to Iraq with 6 others for allegedly “humanitarian work and to free the captive Indian immigrants from ISIS”. Pracha with others was taken into custody by the Intelligence Bureau and his passport stamped ‘offloaded’. Later, he lodged a case in Delhi High Court claiming Rs. 10 Crore for the purported humanitarian work and also questioned the constitutional validity of IB. he asked the court to order the government to disband Intelligence Bureau as it was allegedly “not constituted under any statute or legislation.

10. Attack on EVM by Pracha

Mehmood Pracha and his fellow advocates on 5 January, 2024, put allegations on EVM during their protest near Patiala House Court Gate no 4, Delhi. The protest quickly escalated.[23]

On the same day, ECI also cleared any doubts regarding any truth behind EVM tampering to be totally baseless and false.[24]

The ghost of EVM tampering has been again and again called upon to disregard the Democratic system as not fair despite the Election Commission of India stating that EVM are hacking proof.

11. Fine imposed by Allahabad High Court

On 10th september 2024, Allahabad High Court imposed a penalty on Mehmood Pracha of 1 lakh rupees for wasting court's valuable time by writing same petitions in multiple High Courts.[25] Pracha earlier had filed two writ petitions in Delhi High Court on identical subject matter wherein, court passed orders to his satisfaction. Pracha was also criticised by the Allahabad HC bench for not following court etiquette despite being a senior member of the bar.[26]
