➣ Birsa Brigade crafts narratives that challenge historical and cultural norms, portraying Buddha as a tribal, asserting Adivasis as the original inhabitants of India, linking Adivasis with Naxalism, and disassociating Adivasis from Hinduism. Concurrently, the organization mobilizes Adivasi voters in favor of the NCP and Congress, aligning itself with political interests.
➣ The Brigade strategically opposes development projects, ostensibly in the name of Adivasi interests, while simultaneously accusing the government of neglecting tribal areas. This dual approach raises questions about the authenticity of their commitment to Adivasi welfare and their true intentions behind obstructing development initiatives.
➣ Sending representatives to Gram Sabha, operating under the PESA, Birsa Brigade manipulates local governance structures to pass resolutions against development projects. This strategic involvement challenges the democratic processes designed to empower local communities and reflects a calculated effort to control decision-making in favor of their agenda.
➣ The modus operandi of Birsa Brigade, notably instigating violent uprisings akin to Maoist working styles, underscores a severe security risk. Understanding the organization's tactics is crucial for devising strategies to counteract potential threats to state stability.
➣ Birsa Brigade's desire to channel its adherents into Indian Government jobs raises concerns about the potential infiltration of its ideologically influenced individuals into key positions within the government machinery. This presents a significant challenge to the integrity of government institutions.

Birsa Brigade opposed the Development projects or works in the guise of protecting the interest of Adivasis. These organizations muster the organized opposition to the development projects. Simultaneously in the same breath, they clamour at the top of their voice that Government is not doing any development in the tribal area. 5. Birsa Brigade sends their representative to Gram Sabha, which comes under the PESA, and they influence the Sabha to pass a resolution against any development project and send those passed resolutions to the Government. 6. Birsa Brigade wants to send their brainwashed people to Indian Government Jobs. 7. Modus Operandi of Birsa Brigade instigated the local adivasi community towards violent uprising against the state government (Which is a typical Maoist working style).

Modus Operandi or Narrative of Birsa Brigade
1. Buddha was not a Kshatriya, but was a tribal. 2. Birsa Brigade backed the Patthalgarhi movement in Jharkhand -
Patthalgarhi Movement - Patthalgarhi has been an age-old tribal tradition of remembering ancestors, drawing territorial boundaries, announcing communally held beliefs, and providing information about settlements and demographics through stone inscriptions. The Entire Patthalgadi Movement is inspired by the Sati Pati cult in Gujarat.
“Sati Pati Cult believes that natural resources like forest land and rivers were gifted by Queen Victoria to Keshri Singh, the founder of Sati Pati cult before independence, hence, they disassociate themselves with any activity propagated by the local, state or central government. They also refuse to be a part of any activity undertaken by the local, state or central government and do not vote during elections.”
Since 2017, in nearly 200 villages in Jharkhand’s four districts: Khunti, Gumla, Simdega, and West Singhbum, huge stone plaques are known as 'Patthalgarhi' in the local language were put up at the entry points. These stone structures, painted green, warned outsiders, especially government officials, and prohibited them from entering the villages. Essentially, they had announced that the law of the land does not apply there. The tradition close to the hearts of the tribals is allegedly being hi-jacked by Maoists and other anti-national forces like Birsa Brigade and Adivasi Mahasabha to foment secessionist sentiments. Adivasi Mahasabha wanted to spread this movement in Chhattisgarh.

Birsa Brigade opposed the revision of the Chotanagpur Tenancy Act (CNT) and the Santhal Pargana Tenancy Act (SPT) that in its revised version allows agricultural land to be used for non-agricultural purposes. 4. • जनजातीय छात्रों को सरकारी छात्रावासों में रहने की तत्काल अनुमति दी जानी चाहिए। • सरकारी छात्रावासों में छात्रों का ड्रेस कोड, शिक्षा सहित निर्वाह भत्ता, डीबीटी तुरंत सबमिट करें। • भूमिहीन आदिवासियों को वन अधिकार अधिनियम के अनुसार भूमि पट्टे उपलब्ध कराये जाने चाहिए। • जनजातीय समुदाय को खावती योजना दी जानी चाहिए। • शबरी घरकुल योजना में लाभार्थियों की संख्या बढ़ाई जाए। • आदिवासी बहुल गांवों में सामाजिक समाज भवन उपलब्ध कराया जाए। • ग्रामीण क्षेत्रों को छोड़कर शहरी क्षेत्रों में सरकारी आश्रम स्कूल शुरू किए जाने चाहिए। • वर्धा में 350 छात्रों की क्षमता वाला एक नया छात्रावास शुरू किया जाना चाहिए। • आदिवासी समाज में पढ़े-लिखे बेरोजगारों को रोजगार के अवसर उपलब्ध कराये जाये या व्यापार के लिये आदिवासी विकास निगम द्वारा नमक उपलब्ध कराया जाये। • आदिवासी समुदाय के लिए जिला स्तर पर आदिवासी विकास युवा निगम द्वारा 10 एकड़ सामाजिक भूमि उपलब्ध कराई जाए। • कोविड सेंटर वाले छात्रावास भवन को यथाशीघ्र अपने कब्जे में ले लिया जाए और छात्रों को छात्रावास उपलब्ध कराया जाए या विभाग द्वारा वैकल्पिक स्थान की व्यवस्था की जाए। • साइकिल योजना की जांच कर लाभ न लेने वाले लाभार्थी को दिया जाए। • शैक्षणिक सत्र 2020-21 के लिए छात्रों के प्रवेश के दौरान, सरकार के निर्णय के अनुसार, इन छात्रों को डीबीटी दिया जाएगा। इसे तुरंत दिया जाना चाहिए। • परियोजना कार्यालय वर्धा में कर्मचारियों को तत्काल उपलब्ध कराया जाना चाहिए। • पंडित दीनदयाल उपाध्याय योजना को बंद कर छात्रावास भवन का निर्माण कराया जाए। • छात्रावास के छात्रों को एक अलग पुस्तकालय प्रदान किया जाना चाहिए। • वर्धा में 350 छात्रों की क्षमता वाला एक नया छात्रावास शुरू किया जाना चाहिए। • आदिवासी छात्रावासों के छात्रों को लोकराज्य पत्रिका उपलब्ध कराई जाए। • अतिरिक्त पाठ्यचर्या गतिविधि के लिए धन उपलब्ध कराया जाना चाहिए। • छात्रावासों में कम्प्यूटर उपलब्ध कराने के साथ-साथ इंटरनेट की व्यवस्था की जाए। • सरकार के 5 अप्रैल 2018 को डीबीटी पर लिए गये फैसले को तुरंत रद्द किया जाना चाहिए।
